From frames 1-150 his movements seem to big and drastic to fit well with the audio. The voice sounds low and calm and the character is waving his arms too angrily, and if you were to tone that down it would fit better. Frames 150-199 look like they are flowing better with the voice.

There is a lot of scope for improvement. Try to figure out the timing after you visualize the acting you want to do, then start animating a shot. Shooting your own video reference would help you a lot.

Im new in Animation, but one of the things my teacher used to say to me is that we should avoid the twinning with the hands, we tend to move them at the same time, but with animation we have to play with the ease-in and ease-out. And we dont have to emphasize every sentence with a movement. It makes the animation less interesting... hope this advice help you!
